The Honourable Caroline Mulroney was first elected as the Member of Provincial Parliament for the riding of York-Simcoe in 2018, and subsequently re-elected in June 2022.
In 2018, Minister Mulroney was appointed as Ontario’s Minister of Francophone Affairs, an appointment she continues to hold today. As Minister of Francophone Affairs, Minister Mulroney works to ensure the prosperity of Ontario’s francophone communities in a number of key ways, including her continuous promotion of the province’s Francophonie as an important economic engine and her focus on training a strong bilingual workforce. Among her many accomplishments in this portfolio, Minister Mulroney paved the way for the creation of l’Université de l’Ontario français, the province’s first-ever university governed by, and for, Francophones. She also led the first modernization of the French Language Services Act in more than 35 years, ensuring that quality French-language services are available for generations to come.
As Ontario’s President of the Treasury Board, Minister Mulroney is ensuring the provincial government delivers value to taxpayers through targeted investments in transit, health care and infrastructure. This includes mobilizing the most ambitious capital plan in the province’s history to build and expand highways, transit, homes, high-speed internet, and other critical infrastructure that will support economic growth.
From 2019 to 2023, Minister Mulroney served as the Minister of Transportation where she oversaw the largest transit expansion in Ontario’s history. She has also served the people of Ontario as Attorney General.
Before entering politics, Minister Mulroney had a career in business and law. She served as Vice President of BloombergSen Investment Partners, a Toronto-based investment firm and she spearheaded corporate and regulatory matters related to growth opportunities in Canada and the United States for Wellington Financial LP.
As a lawyer, she was an associate at Shearman & Sterling and then Associate Director of the NYU Center for Law & Business.
Minister Mulroney began her career as a financial analyst in the investment banking department of Bear Stearns & Co. Inc. Minister Mulroney is a graduate of Harvard College and the NYU School of Law.
In addition to her work in the private sector, Minister Mulroney co-founded and chaired the board of Directors of the Shoebox Project for Shelters. With local chapters now across North America and the UK, they coordinate and deliver gifts to thousands of women and girls in shelters or facing homelessness.
She is also a former member of the Board of Directors of the Hospital for SickKids Foundation, the Fraser Institute and the Windsor Detroit Bridge Authority, a Crown corporation and a former Governor of the National Theatre School of Canada.
Minister Mulroney and her husband Andrew Lapham have four children and a dog, Peanut.
